The Position

Caddo Mills is a home rule city with a council-manager form of government. The Mayor and five Council Members serve staggered three-year terms, and the Council appoints the City Manager as chief administrative officer. The City Manager oversees all departments and staff and prepares the annual budget.

City services include administration, finance, city secretary and human resources, development services and inspections, police, municipal court, public works, water and wastewater utilities, code enforcement and animal control, and the municipal airport. A volunteer fire department, supported by City stipends, provides fire protection. The Planning and Zoning Commission meets monthly ahead of Council, and the Economic Development Corporation director reports to the EDC board.

The FY 2025-26 budget includes approximately $37.7 million in expenditures across all funds, with more than $12 million in capital projects. The City holds an A+ bond rating and relies on an experienced team of financial advisors and development consultants. Staff describe a close, family-style workplace, and the pro-business Council has a long record of working through issues together.

THE IDEA CANDIDATE

Caddo Mills is seeking a hands-on City Manager ready to lead a small-town organization through major growth. Financial strength comes first. The Council expects the City Manager to build the budget personally and understand development finance tools such as PIDs and TIRZs. Development experience is just as important, including residential and retail growth and infrastructure planning.

This is a roll-up-your-sleeves position. Candidates from smaller or fast-growing communities, where the manager touches nearly every function, will find a strong fit. The City values follow-through, quick answers for residents and developers, and a leader who builds on what already works.

The Council wants a City Manager who treats Caddo Mills as home, shows up at events like FoxFest, and commits for the long term. A record of stable tenure matters. The right candidate will see this as a place to build a career and a city.

Minimum Qualifications:

  • Bachelor’s degree in public administration, business administration, political science, or a closely related field.

  • Progressively responsible executive leadership experience in municipal government, including organizational leadership, budgeting, capital planning, economic development, infrastructure planning, and community growth management.

Preferred Qualifications:

  • Master’s degree in public administration or a related discipline.

  • Experience serving a rapidly growing municipality (strongly preferred).

  • Hands-on budget preparation.
