Beyond the Swag: Making Connections to Solve Problems

Clear Career Professionals was proud to be a Platinum level Sponsor for the 2026 Texas Human Resources Association annual Conference held this week in Round Rock, Texas. The conference was well organized by the TMHRA Board, well attended by the nicest group of TMHRA members, and full of electric energy from high impact sessions to quiet chats with new and old friends about the things that matter the most to them. Clear recognizes the extremely important role that Human Resources plays in public sector organizations, and how difficult balancing the duties of modern municipal leadership has become.

HR Professionals are expected to keep up with a swiftly changing legal landscape, the rapid integration of Artificial Intelligence, support department heads who have to hold employees accountable, and balance protecting employees and the organization at the same time. We hope that the attendees were able to bring home some new actionable information, refresh and recharge with their colleagues from across the state, and return home safely ready to tackle whatever challenges await them next week.

While the sessions and the swag are always highlights, the staff at Clear find the most value in connecting with attendees, learning what their struggles are, and what success looks like for them. The goal of Clear is to be a vital resource for municipalities and help support organizations who at times need extra sets of hands to get through some of the toughest challenges thrown at them. We are always available as a resource to not only Texas cities, but public sector organizations across the country.

Thank you to the TMHRA Board for all of their hard-work preparing for this years conference. As usual, the conference was full of great insights, meaningful conversations, and moments of genuine connection. We are already gearing up for the next adventure with TMHRA in February of 2027 in San Marcos for the Employee Relations for Public Safety workshop.

James Groom works at the intersection of local government leadership, executive recruitment, and modern civic communication. James enjoyed a distinguished 25-year career in public service and municipal public safety, culminating in serving six years as the Chief of Police of the City of Venus, Texas. James has shifted his focus to helping public organizations find the right leaders and tell their stories more effectively.

Currently serving as Vice President with Clear Career Professionals, James supports executive recruitment efforts nationwide. He is also the Host and Producer of The Clear Voice, a show dedicated to the people and challenges shaping local government. His work blends business development with media-driven recruitment, translating complex organizational cultures into compelling narratives that attract high-quality talent.

At his core, James is a problem solver who believes that transparency and leadership development are the keys to building trust in local government.
