Clear Congratulates June Ellis on Appointment as Deputy City Manager for the City of Victoria, Texas

Experienced municipal executive selected following Clear Career Professionals recruitment

Clear Career Professionals is proud to congratulate June Ellis on his appointment as Deputy City Manager for the City of Victoria, Texas.

Mr. Ellis brings 30 years of municipal government experience to Victoria, with a career that reflects deep expertise in finance, executive administration, strategic planning, public policy execution, infrastructure investment, and organizational leadership. His background includes service in seven cities, where he has helped guide complex organizations through growth, change, and long-range planning.

His municipal career began with the City of Detroit, Michigan, where he served as Budget Manager and oversaw operating and capital budgets totaling more than $910 million across several major departments. After returning to Texas, Mr. Ellis joined the City of Pearland, where he managed budgets for all 27 city departments and 36 funds during a time of significant population and organizational expansion.

Mr. Ellis later served with the City of Missouri City, where he prepared and presented annual budget summaries to the Finance and Services Committee and City Council, supporting transparent decision-making and sound financial stewardship. He continued to build broad executive leadership experience through service in Sugar Land, Buda, and Haskell, strengthening municipal operations and financial management in key leadership roles.

Most recently, Mr. Ellis served as Assistant City Manager for the City of Beaumont, where he helped advance several major initiatives designed to position the city for long-term growth and investment. His work included guiding a successful bond referendum for major infrastructure improvements, helping develop the City’s Five-Year Community Investment Plan, leading the creation of a Tax Increment Reinvestment Zone, and overseeing additional strategic projects focused on Beaumont’s future prosperity.

Throughout his career, Mr. Ellis has demonstrated a continued commitment to professional development and public service. His credentials include Certified Government Finance Officer, Certified Public Manager, and Certificate in Economic Development. He was also selected as a 2024 Texas Municipal League Leadership Fellow, completed the Harvard Bloomberg City Leadership Initiative in 2025, and has been recognized as an ICMA Credentialed Manager Candidate.

Mr. Ellis holds a Bachelor of Arts in Political Science from Texas Southern University and a Master of Arts in Political Science from Wayne State University.

As Deputy City Manager, Mr. Ellis will work alongside the City Manager, Executive Team, City Council, and community to advance strategic initiatives, support sustainable growth, strengthen organizational excellence, and help shape Victoria’s future.
