Clear Spotlight: Kelly Kuenstler
This week, we’re spotlighting Kelly Kuenstler, one of Clear’s four founding members and a Senior Vice President. Kelly represents what Clear stands for, experienced, principled local government leadership that helps communities make progress with confidence.
Kelly has led numerous recruitments and training engagements with Clear, including recent work with the City of Uhland. She is currently supporting several high-impact roles in Ruidoso, New Mexico and Odessa, Texas.
Across her public service career, Kelly has served in executive roles including City Manager, County Manager, and Director of the Administrative Office of the District Attorneys. Her work has been recognized at the state level, including being named State of New Mexico Employee of the Year and later receiving Texas City Manager of the Year, a reflection of sustained leadership excellence over time.
Kelly holds a B.A. in Criminal Justice/Sociology and a Master of Public Administration from New Mexico State University, and she continues to invest in the profession through mentoring, teaching, and active involvement in professional associations.
Outside of work, Kelly’s two favorite things are traveling and spending time with her grandbabies, Cole and Ella. We are grateful for the leadership she brings to the Clear Team, and for the positive impact her work continues to have on communities.
