Denison, Texas is searching for its next City Manager, and this is not a maintenance-only leadership role. In Episode #72 of The Clear Voice, Mayor Robert Crawley joined Clear Career Professionals President Michael Boese and host James Groom for a Denison City Manager PositionCast™. The conversation gave candidates a deeper look at the community, the City Council, the staff, and the leadership environment the next City Manager will step into.

A Community with a Strong Sense of Place

Denison is a community with a long history and a clear identity. Founded in 1872, the city has deep railroad roots, historic neighborhoods, and a downtown district that has become one of its defining assets.

Mayor Crawley described Denison as a warm, caring community where people want to see one another succeed. That theme runs throughout the conversation. Denison is not simply selling growth. It is looking for a City Manager who understands why the community matters to the people who already live there.

That distinction is important. The next City Manager will be expected to help the city move forward while protecting the character, culture, and quality of life that make Denison unique.

Historic Downtown and Quality of Life

Denison’s downtown is one of the city’s strongest calling cards. The community has earned major recognition for its Main Street district, including state and national attention for its downtown revitalization and historic character.

The downtown includes restaurants, outdoor dining, local businesses, arts activity, and public gathering spaces. The city is also completing an event center that is expected to support outdoor music, festivals, arts programming, and other community activities.

For candidates evaluating the City Manager role, downtown Denison is more than an amenity. It is a major part of the city’s identity and an important piece of the community’s economic and civic momentum.

Lake Texoma and Regional Position

Denison’s location is another major advantage. The city sits near Lake Texoma, one of the largest reservoirs in the region and a major recreation destination for North Texas and southern Oklahoma.

Lake Texoma adds to Denison’s quality of life, tourism draw, and regional appeal. The city also benefits from proximity to the Dallas-Fort Worth Metroplex while maintaining a distinct community feel. Denison offers access to major metropolitan amenities without losing its local identity.

For a City Manager candidate, that regional position creates a strong platform for continued economic development, tourism, infrastructure planning, and long-term community investment.

Preston Harbor and Major Development Momentum

One of the most significant topics in the PositionCast™ is Preston Harbor, a major development in northwest Denison. Mayor Crawley explained that the development includes approximately 3,100 acres and has the potential to substantially shape the city’s future.

The project is expected to include residential and commercial development, along with a Margaritaville hotel component. At full buildout, Mayor Crawley indicated that Preston Harbor could potentially double Denison’s population over time and generate billions in new tax value.

That creates a major opportunity, but also a major leadership challenge. The next City Manager will need to help align infrastructure, staffing, transportation, service delivery, finance, planning, and community expectations as Denison grows.

This is where the role becomes especially attractive for the right local government executive. Denison has momentum, but it also needs thoughtful professional management to make sure growth strengthens the community rather than overwhelming it.

The Leadership Environment

Candidates often want to understand the governing body before considering a City Manager position. Mayor Crawley described the Denison City Council as engaged, supportive, and focused on doing what is right for the community.

The council includes seven members, with four single-member districts, two at-large representatives, and the mayor. The mayor described a council that works well together, values communication, and wants to stay informed.

The next City Manager will need to communicate clearly with council, staff, and the public. Mayor Crawley emphasized that communication is one of the most important traits the city is seeking. The successful candidate will need to be visible, trusted, and present in the community.

A Strong Staff and Service-First Culture

Denison’s next City Manager will not be walking into an organization that needs to be rebuilt from scratch. Mayor Crawley spoke highly of the city’s staff and department directors, describing them as experienced, capable, and committed to service.

That matters because the city is not looking for a micromanager. The next City Manager will need to build trust, empower staff, listen carefully, and learn the organization before making major changes.

The city’s service-first culture is another important theme. Mayor Crawley compared local government service to customer service in banking: residents are the customers, and the city’s job is to serve them well, manage resources responsibly, and provide the best possible services with the dollars available.

What Denison Needs in Its Next City Manager

The ideal candidate for the Denison City Manager position will need both technical skill and interpersonal strength.

From a technical standpoint, financial acumen will be essential. As Denison grows, the City Manager will need to understand how to manage budgets, infrastructure investment, service expansion, and long-term fiscal sustainability. Experience with growth, development, and infrastructure planning will also be important.

From a leadership standpoint, Denison is looking for a strong communicator and relationship builder. The next City Manager should be able to work effectively with council, staff, community partners, residents, developers, and regional stakeholders.

The right candidate will also need humility. Mayor Crawley specifically emphasized the importance of listening, learning, empathy, strength when needed, and the ability to become part of the community.
