Why Clear Communication Makes Better Leaders

Strong leadership starts with clear communication. Whether you're leading a police department, managing a city, supervising a team, or simply trying to improve difficult conversations, the ability to communicate with clarity directly impacts trust, decision-making, and organizational success.

From Law Enforcement to Leadership Development

Justin Atherton spent nearly two decades serving in Texas law enforcement, working in corrections, patrol, investigations, SWAT, field training, and executive leadership. Those experiences eventually led him into leadership instruction, executive coaching, and professional speaking, where he now teaches leaders across both the public and private sectors how to communicate more effectively under pressure.

Today, Justin serves as President of Training and Operations at Proactive Leadership, helping organizations improve leadership, interviewing, emotional regulation, and communication through practical, research-based training. Why Communication Is Really a Leadership Problem

One of the central themes throughout the conversation is that many organizational problems are not actually policy problems—they're communication problems.

Justin argues that leaders often mistake using more words for providing more clarity. In reality, overexplaining frequently creates confusion, weakens confidence, and erodes trust.

Instead, effective leaders communicate with intention by clearly identifying:

  • The point

  • Why it matters

  • The supporting context

This simple framework helps eliminate unnecessary complexity while giving employees the confidence to act.

Building Leaders Instead of Creating Followers

Throughout the discussion, Justin reflects on lessons learned as a police supervisor.

Rather than simply making decisions for his officers, he intentionally coached them to think through problems, develop confidence, and become independent decision-makers. Instead of immediately providing answers, he routinely responded with questions like:

"What do you think your options are?"

That coaching mindset allowed officers to develop judgment rather than dependence—something every supervisor can apply regardless of profession.

Emotional Regulation Is a Leadership Skill

The conversation also explores emotional regulation, an area Justin teaches nationally alongside respected instructors Marcel Brunel and Dan Newby with Dignity Inc.

For years, law enforcement culture often promoted the idea that officers should leave their emotions at home. Justin challenges that belief, explaining that emotions are always present and influence how people communicate, respond to stress, make decisions, and lead others.

This work goes beyond the traditional concept of emotional intelligence. It includes developing a stronger emotional vocabulary, recognizing how emotions influence behavior, building emotional agility and resilience, and learning to manage emotions rather than attempting to suppress or control them.

Emotions themselves are neither inherently good nor bad. Their usefulness depends on the situation. Skepticism may help an investigator recognize inconsistencies, while curiosity and optimism can help a leader approach difficult conversations more productively. Even impatience can drive action in one setting while damaging relationships in another.

By helping people recognize and navigate emotions before they lead to poor decisions, emotional regulation can serve as a proactive component of employee wellness, reduce burnout, strengthen relationships, and improve leadership performance. These lessons extend well beyond policing and apply equally to city managers, HR professionals, executives, and frontline supervisors.

Better Interviews Create Better Decisions

Another fascinating portion of the discussion centers on the Cognitive Interview.

While originally developed to improve witness interviews in law enforcement, Justin explains that the same science applies to HR investigations, workplace complaints, compliance reviews, and any conversation where accurate information matters.

The key isn't forcing answers.

It's learning to ask better questions.

Building rapport, avoiding memory contamination, suspending assumptions, and allowing people to fully explain their experiences ultimately produces better information—and better leadership decisions.
