Missouri City, Texas Director of Public Works PositionCast™

Recruiting Missouri City’s Next Director of Public Works

Episode Summary

Episode 07 of The Clear Voice features a PositionCast™ conversation focused on the Director of Public Works opportunity in Missouri City, Texas. This episode gives candidates a direct look at the role, the organization, the public works operation, and the leadership culture inside one of the fastest growing cities in Fort Bend County.

In this conversation, James Groom is joined by Michael Boese, President of Clear Career Professionals, and Shashi Kumar, Assistant City Manager for Missouri City and former Public Works Director. They discuss Missouri City’s growth, infrastructure, municipal utility districts, capital projects, organizational culture, innovation, stakeholder relationships, and the type of leader who can help take the department to the next level.

This opportunity is especially relevant for public works directors, city engineers, assistant public works directors, infrastructure leaders, capital project professionals, and municipal executives interested in serving a growing Texas city with strong organizational support and major operational responsibilities.

Why This Matters for Public Works Leadership

The Director of Public Works role in Missouri City is a major municipal leadership opportunity. Public works is one of the most important functions in local government, and in Missouri City, the department plays a critical role in infrastructure, development review, capital projects, emergency management, streets, drainage, traffic operations, utilities coordination, and regional partnerships.

Shashi Kumar describes public works as a first responder function, working closely with police and fire during emergencies. That framing matters because public works is not just an internal service department. It is a core public safety, infrastructure, and quality of life function.

For candidates, this role offers the opportunity to lead a key department in a growing city where public works directly affects development, mobility, resilience, service delivery, and long term community success.

A Growing City in the Houston Region

Missouri City began as a bedroom community, but it is now transforming into a mid sized city with a growing population and a more complex service environment. The city has about 110,000 residents inside the city limits and another approximately 40,000 people in its extraterritorial jurisdiction.

Located primarily in Fort Bend County, with a smaller portion in Harris County, Missouri City benefits from proximity to Houston while maintaining its own identity, neighborhoods, and quality of life.

Shashi notes that the city has been shaped by zoning since 1981, which has helped support high quality development and distinctive neighborhoods. The city is also known for its quality of life and two public golf courses, La Quinta Golf Course and El Dorado Golf Course.

Public Works Department Responsibilities

The Director of Public Works will oversee a broad and important department with approximately 38 employees. The team includes frontline public works employees as well as professional staff, including engineers.

The role includes administrative oversight over four key areas. The first is the city engineer function, including development review and inspection. The second is operational oversight for streets, drainage, traffic operations, emergency management support, and other public works services. The third is utilities coordination, which is unique in Missouri City because of the number of municipal utility districts serving the area. The fourth is capital improvement program oversight.

The capital program is especially significant. The Director of Public Works currently has oversight of more than $150 million in active capital projects, including parks, facilities, streets, traffic, and other public infrastructure needs.

Leadership Expectations for the Next Director

Missouri City is looking for a transformative leader who can build on progress, support innovation, and help the department continue moving forward. Shashi describes his own leadership style as trust and verify. He does not believe in micromanagement, but he does believe in clear goals, responsibility, authority, accountability, and measurable results.

That same leadership mindset will matter for the next Director of Public Works. The right person should be able to lead professionals and frontline employees, set expectations, empower staff, and deliver results.

This is a role for someone who can think strategically while also understanding the practical realities of public works operations.

Teamwork, Innovation, and Organizational Culture

Missouri City has a strong organizational culture built around teamwork, innovation, and pride in serving the community. Shashi emphasizes that this culture is not limited to public works. It exists across the city organization.

The next Director of Public Works should bring a positive attitude, a team building mindset, and a strong sense of purpose. The role requires someone who can collaborate with internal departments and external stakeholders while remaining focused on service delivery.

Michael Boese also notes that Missouri City has an outstanding executive team and department director group. For candidates, that means the next Director will join an organization with strong peer support and a culture that values forward thinking leadership.

Municipal Utility Districts and Stakeholder Relationships

One of the most distinctive aspects of this role is Missouri City’s relationship with municipal utility districts, commonly referred to as MUDs. The city has 13 MUDs, and those districts play a major role in utility service delivery.

The city works with these districts and serves as a wholesale provider through regional water and wastewater plants. That structure creates complexity, but also opportunity.

The next Director of Public Works will need to build strong relationships with MUDs, levee improvement districts, Fort Bend County, TxDOT, federal partners, and other stakeholders. A major opportunity will be identifying ways to improve service delivery, coordinate more effectively, and potentially create more efficient models for serving residents.

Innovation, Efficiency, and Doing More with Less

Like many municipalities, Missouri City is operating in an environment where local governments are expected to deliver more with fewer resources. Residents expect high quality service, but they also expect cost efficiency and value.

Shashi identifies innovation and operational efficiency as major challenges and opportunities for the next Director. The city needs a leader who can think outside the box, identify tools and methods to streamline services, and improve operations without losing sight of quality.

This is a good fit for a candidate who enjoys continuous improvement, operational analysis, process improvement, and practical problem solving.

Capital Projects and Long Term Infrastructure

The public works role in Missouri City includes substantial capital project responsibility. With more than $150 million in active capital projects, the next Director will need to understand planning, design, construction, funding, project delivery, stakeholder coordination, and public communication.

Capital projects touch nearly every part of city life. Streets, traffic, drainage, parks, facilities, and infrastructure improvements all affect how residents experience the city.

The successful candidate will need to manage complexity, support the city’s growth, coordinate with other agencies, and ensure projects are delivered in a way that supports Missouri City’s long term vision.

What Success Looks Like in the Role

In the first six to twelve months, Shashi expects the next Director to take a fresh look at the department and identify strengths, weaknesses, opportunities, and threats. He specifically describes the value of a SWOT analysis to help the new leader understand where the department is and where it should go.

Success will include implementing measurable and progressive changes that improve operations and efficiency. It will also include building stakeholder relationships with counties, TxDOT, federal partners, MUDs, and other agencies that affect public works success.

The right leader will help Missouri City continue becoming a high performing organization while strengthening infrastructure, service delivery, and public works operations.

Compensation, Benefits, and Candidate Fit

The Director of Public Works position was posted with a competitive salary range of $139,000 to $185,000, depending on qualifications and experience. The city also offers standard municipal benefits, including participation in the Texas Municipal Retirement System, with a 7 percent employee contribution and a 2 to 1 city match.

Additional benefits include health and insurance benefits, vacation, tuition reimbursement, and relocation assistance.

For candidates, this is a strong opportunity to join a growing, well positioned city with supportive leadership, a major capital program, and a chance to make a visible impact.
